      Over the longer term, the utility of E3 cooperation will depend on the state of transatlantic relations and the development of the EU’s foreign, security and defence policies. The UK’s ongoing Integrated Security, Defence and Foreign Policy Review offers an opportunity to consider the future of the E3 and prioritize the development of E3. A strengthened European technological and industrial base is also the most likely way of strengthening transatlantic armaments cooperation and gaining policy support in Washington.
